Its name (16:20 is 4:20 PM in military time) is more than likely a reference to the 4:20 cultural movement started by The Waldos in 1971 at San Rafael High School in California. After gaining popularity it has turned into an automatic association with marijuana, resulting in faux holidays such as "National Weed Day" on April 20th.
