He is an weapons expert working for the Kovski Bratva, the Russian Mafia operating in Industrial District, Anywhere City.

Events of Grand Theft Auto 2

Uno Carb, the boss of the Zaibatsu Corporation, has Claude Speed collect a "special package" to be delivered to Bilovski, which turns out to be a Rocket Launcher. Claude delivers the Rocket Launcher to Bilovski at the Russian HQ, who accidentally kills himself when he fires the weapon. It turned out that Carb jammed the weapon so that it would explode when Bilovski fired it.
