The "Bug Expert" appears in the first side-mission for Thomas Stubbs in the L&D. He is located at Acter Industrial Park in a garage.
Job Description
Johnny calls local politician Thomas Stubbs for a job with pay, Thomas tells Johnny to steal a car parked outside a mansion at Westdyke then get the car down to the Bug expert. The car appears to be owned by Deputy Mayor Bryce Dawkins. The Bug expert then plants a hacking bug into the car and Johnny has to get to get down to the Bug expert and park it back it back.
