Cedric Fotheringay is the leader of a local biker gang in Liberty City.

He is briefly featured as Maria's second lover, until she reveals to him that she is also seeing another man, Toni Cipriani. Wayne hits Maria, injuring her, prompting Toni to retaliate and subsequently kill Wayne in a chase.
Wayne was later buried in Liberty City Cemetery. Wayne's full name is only featured on his gravestone in Staunton Island's cemetery.
Vehicle
Wayne drives a red, bulletproof PCJ-600, which can be obtained in the mission Biker Heat, however if he dismounts the bike it becomes a normal PCJ-600.
