This is a list of characters in Grand Theft Auto: San Andreas, listed roughly in their appearance in the game. Note that the order in which some of these characters appear in-game depends upon the sequence in which the player completes certain missions.

Protagonist

Carl Johnson

Carl Johnson , also known as CJ is the main protagonist and playable character throughout GTA San Andreas.. After he has resided at Liberty City for five years to escape from the pressures of life, he was informed by his brother that his mother was murdered which is why he is returning from Liberty City to Los Santos. He misses the funeral but decides to stay and prove his loyalty to his brother Sweet and to the Grove Street Families. Carl then begins to help the Grove Street Families and weaken their rivals, as well as establishing a business empire throughout the State of San Andreas. Voiced by Young Maylay (Chris Bellard).

Antagonist

Frank Tenpenny	In The Beginning - End of the Line	Frank Tenpenny is the main antagonist of GTA San Andreas. He is a police officer with the Los Santos Police Department and heads up C.R.A.S.H.. He and partner Eddie Pulaski, who are joined by new partner Jimmy Hernandez, are involved in creating trouble for the gangs of Los Santos and in particular for Carl Johnson. Tenpenny frames Carl for the murder of Ralph Pendelbury and later employs him to tackle the Ballas and Los Santos Vagos. Tenpenny later leaves Los Santos and continues to have Carl perform various tasks for him. He later turns on Hernandez and is put on trial. Tenpenny is acquitted, which sparks riots in the city. Tenpenny attempts to escape in a Firetruck but is killed when he drives off a bridge and into Grove Street. His corpse is later mutilated and stripped by the homeless. Voiced by Samuel L. Jackson.

Big Smoke (Melvin Harris)	Big Smoke - End of the Line	Melvin Harris (Born: 1958), also known as Big Smoke, is a leading member of the Grove Street Families who lives in Idlewood. He welcomes Carl's return to the gang and assists Carl in helping the Grove Street Families return to dominance. However, he does so in a limited way, later joining forces with the Ballas, the Grove Street Families' main rival, in order to become involved in the drugs trade, which Sweet had refused to do. He also works in league with the Los Santos Vagos, Russian Mafia and the San Fierro Rifa. Whilst Carl is away from Los Santos, he becomes the city's drug baron and hides himself in a building in Los Flores. He is later killed by Carl for betraying the Grove Street Families. Voiced by Clifton Powell.
Sweet (Sean Johnson)	Sweet & Kendl - End of the Line	Sean Johnson (Born: 1966), known as Sweet, is the leader of the Grove Street Families and the older brother of Carl, Kendl and Brian. He has an unnamed girlfriend. Sweet is initially skeptical about Carl's loyalty, blaming him for the death of Brian, but eventually accepts his brother back into the gang. He is arrested by the police, before being released after Mike Toreno arranged for his release in return for a favor from Carl. He returns to his home in Ganton and helps to re-assert the Grove Street Families dominance in the area. Voiced by Faizon Love.
Ryder (Lance Wilson)	Sweet & Kendl - Pier 69	Lance Wilson (Born: 1967), also known as Ryder, is a leading member of the Grove Street Families who lives in Ganton. He welcomes Carl's return to the gang and works with Carl to obtain weapons for the gang, stealing them from Colonel Fuhrberger and a National Guard weapons depot. However, he later joins the Ballas, the Grove Street Families' main rival, and becomes heavily involved in the drugs trade. Ryder is killed by Carl after fleeing from a meeting with T-Bone Mendez, which had been interrupted by Carl and Cesar Vialpando. Voiced by MC Eiht.
Cesar Vialpando	Cesar Vialpando - End of the Line	Cesar Vialpando is the leader of the Varrios Los Aztecas gang and the boyfriend of Kendl Johnson. He lives in El Corona. He later becomes an ally of Carl's, through his relationship with Kendl, and later helps him in his business adventures. He is forced to leave Los Santos, when the Ballas and Los Santos Vagos take over large parts of the city. He introduces Carl to his cousin, Catalina, and later helps Carl re-assert the Grove Street Families dominance in Ganton. He also talks to Carl about proposing to Kendl. Voiced by Clifton Collins Jr..
Catalina	First Date - Farewell, My Love...	Catalina is Cesar Vialpando's cousin who lives in a secluded shack in the Fern Ridge area. She hates men, with the exception of her boyfriends. She meets Carl in Dillimore and the two begin to rob several businesses in the countryside. The two begin a relationship, which quickly ends due Catalina's anger with Carl's obsession with getting money. She finds a new boyfriend, Claude, and leaves San Andreas for Liberty City. However, she later attempts to win Carl back through phone calls. Voiced by Cynthia Farrell. Also appears in: Grand Theft Auto III.
The Truth	Body Harvest - End of the Line	The Truth is an aging hippie who lives in San Fierro and owns a farm on the outskirts of the city. He becomes a friend of Carl Johnson when Carl steals a combine harvester and sets fire to his farm's illegal crops. The Truth also introduces Carl to Dwaine, Jethro and Zero, later helping Carl become friends with Kent Paul and Maccer. He later has Carl steal a jetpack from Area 69 and a container of an unknown "green goo". He later states his admiration for Carl, who has beaten the system. Voiced by Peter Fonda.
Mike Toreno	Photo Opportunity - Home Coming	Mike Toreno is an undercover agent for an unknown government agency who becomes involved in the drugs trade, alongside Jizzy B. and T-Bone Mendez. He becomes an ally of Carl's through the drugs trade, however, Carl later attempts to kill Toreno. Despite this, Toreno employs Carl to do government-related missions and is later has Sweet released from prison. Voiced by James Woods.
File:WuZiMu-GTASA.jpg Wu Zi Mu	Wu Zi Mu - A Home in the Hills or Breaking the Bank at Caligula's	Wu Zi Mu, also known as Woozie, is the blind leader of the Mountain Cloud Boys, a sub-sect of the San Fierro Triads, who resides and owns a betting shop in Chinatown, San Fierro. He meets Carl Johnson in a street race, which Carl wins. Wu Zi Mu later employs Carl to help his boss Ran Fa Li and to tackle the Da Nang Boys, before pulling of a heist at the Mafia owned Caligula's Palace casino in Las Venturas. Wu Zi Mu later helps Carl to take back Madd Dogg's mansion. Voiced by James Yaegashi.
Madd Dogg	Madd Dogg - End of the Line	Madd Dogg is a rapper from Los Santos, who resides in a mansion in Mulholland. When Carl Johnson returns to Los Santos, Madd Dogg is at the height of his career, having just launched his own line of clothing. However, he later begins to suffer from depression after Carl Johnson begins to sabotage his career, by stealing his rhyme book and killing his manager, Alan Crawford. Madd Dogg later flees to Las Venturas, having given his mansion to Big Poppa in exchange for drugs. He attempts to commit suicide but is rescued by Carl, who later becomes his manager and helps to re-build his career. Madd Dogg went on to release a gold record by the end of 1992. Voiced by Ice-T.

He trusts Tenpenny and also works alongside Jimmy Hernandez. He works alongside Tenpenny and Hernandez, constantly interrupting Carl Johnson's life. He later kills Hernandez, before being killed by Carl Johnson. Voiced by Chris Penn.
Jimmy Hernandez	In The Beginning - High Noon	Jimmy Hernandez is a police officer with the Los Santos Police Department and the newest member of C.R.A.S.H., working alongside Frank Tenpenny and Eddie Pulaski. He is forced to kill Ralph Pendelbury to prove his loyalty and later, alongside Tenpenny and Pulaski, interrupt Carl Johnson's life on numerous, having him perform various tasks. Hernandez later decides to give evidence against his colleagues, leading to Pulaski killing him. Voiced by Armando Riesco.
Kendl Johnson	Sweet & Kendl - End of the Line	Kendl Johnson is the sister of Carl, Sweet and Brian, and the girlfriend of Cesar Vialpando. Her relationship with Cesar leads to an alliance between Carl and Cesar. She leaves Los Santos for Angel Pine after the Ballas and Los Santos Vagos take over large parts of the city. She later becomes heavily involved in Carl's business adventures, primarily his garage and the Four Dragons Casino. She later returns to Los Santos with Cesar Vialpando, who at one point told Carl that he planned on asking her to marry him. Voiced by Yo-Yo (Yolanda Whittaker).
Zero	Wear Flowers In Your Hair - Breaking the Bank at Caligula's	Zero is a 28-year old electronics expert and owner of the Zero RC shop in San Fierro, later running the store for new owner Carl Johnson. His archenemy is Berkley, owner of Top Fun, with Zero employing Carl to disrupt Berkley's business and eventually forcing him to leave the city following a miniature "war game". He later provides electronic equipment for a heist at Caligula's Palace, although he is later punched by Carl for putting the heist at risk from police intervention. Voiced by David Cross.
Jizzy B.	Photo Opportunity - Ice Cold Killa	Jizzy B. is the owner of the Pleasure Domes club in Battery Point, San Fierro and is the cities biggest pimp. He is a member of the Loco Syndicate, alongside T-Bone Mendez and Mike Toreno, which is involved in the manufacturing and supplying of drugs. He employs Carl to stop rivals from stealing drugs and to save Mike Toreno. However, he is later killed by Carl for supplying drugs to the Grove Street Families and to Los Santos. Voiced by: Charlie Murphy.
T-Bone Mendez	Photo Opportunity - Pier 69	T-Bone Mendez is the leader of the San Fierro Rifa and a member of the Loco Syndicate, alongside Jizzy B. and Mike Toreno, which is involved in the manufacturing and supplying of drugs. He distrusts Carl Johnson but works alongside Carl to rescue Mike Toreno. He is later killed by Carl Johnson and Cesar Vialpando for supplying drugs to the Grove Street Families and to Los Santos. Voiced by: Kid Frost.
Kent Paul	Don Peyote - End of the Line	Kent Paul is the record producer of English band The Gurning Chimps, bringing the band to San Andreas. He meets Carl Johnson when Carl rescues Paul and Maccer, who had been stranded in the desert. Kent Paul then introduces Carl to Ken Rosenberg, allowing Carl to get inside knowledge of Caligula's Palace. Carl later helps Kent escape from Salvatore Leone, with Kent becoming involved in getting Madd Dogg's career back on track. Voiced by Danny Dyer. Also appears in: Grand Theft Auto: Vice City.
Maccer	Don Peyote - End of the Line	Maccer is the lead singer of The Gurning Chimps band and is originally from Manchester in the United Kingdom. He and Kent Paul are rescued by Carl Johnson, having been stranded in the desert, and then again from the clutches of Salvatore Leone. Maccer continues to accompany Kent Paul, however, he is mocked by Carl and Sweet due to his uncontrollable sexual tendencies. Voiced by Shaun Ryder.
Ken Rosenberg	Don Peyote - End of the Line	Ken Rosenberg is the manager of Caligula's Palace, which is owned by three Mafia families: the Leones, Forellis and Sindaccos. Fearing his own death at the hands of one of the families, he quickly returns to drug use, having only recently become sober. Rosenberg later employs Carl Johnson to prevent a war breaking out between the three families, before eventually escaping with help from Carl. He then becomes an accountant for Madd Dogg. Voiced by William Fichtner. Also appears in: Grand Theft Auto: Vice City.
Salvatore Leone	Freefall - Saint Mark's Bistro	Salvatore Leone is the Don of the Leone Family who resides in Liberty City. He has invested $5 million in Caligula's Palace and owns one third of the casino, alongside the Forelli and Sindacco families. He employs Carl in order to gain a larger share of the casino, however, Carl later pulls off a heist at the casino alongside Wu Zi Mu and the San Fierro Triads. Whilst in Las Venturas, he meets his future wife Maria Latore. Voiced by Frank Vincent. Also appears in: Grand Theft Auto III and Grand Theft Auto: Liberty City Stories.
OG Loc (Jeffrey Cross)	OG Loc (Mission) - Cut Throat Business	Jeffrey Cross, also known as OG Loc, is a amateur rapper and an associate of the Grove Street Families. He is imprisoned and released from prison in 1992. Upon his release he starts working for Burger Shot and begins to employ Carl to help his rap career get started. This includes killing Freddy (GTA SA), a fellow inmate, and Alan Crawford, Madd Doggs manager. Carl's actions lead to Mad Dog's career being derailed, allowing Loc to take his place. Loc is later managed by Big Smoke and finds initial success. However Carl and Mad Dogg later chase Loc through western Los Santos and manage to corner Loc, taking Mad Dogg's rhyme book back(after Carl had stolen it for Loc). Voiced by Jonathan Anderson

Old Reece	Ryder	Old Reece is a barber and owner of Old Reece's Hair & Facial Studio in Idlewood, Los Santos. He is an old friend of the Johnson family. He is seemingly unaware of events going on around him, asking Carl to tell Big Smoke to get a hair cut, despite Smoke being bald and later deceased. Reece can be found in his barber shop throughout the game. It is unknown who provided the voice for Old Reece.
B Dup (Mark Wayne)	Cleaning the Hood - Beat Down on B Dup	Mark Wayne, also known as B Dup, is a member of the Grove Street Families and drug dealer who resides in Ganton, Los Santos; later moving to Glen Park. He is drifting away from the Grove Street Families, eventually joining the Ballas. He has also "enslaved" Big Bear, who eventually turns on B Dup and enters rehab. Voiced by: The Game.
Big Bear (Barry Thorne)	Cleaning the Hood - Beat Down on B Dup	Barry Thorne, also known as Big Bear, is one of the oldest members of the Grove Street Families and a drug addict. He now lives with B Dup and acts as his "slave". He later turns on B Dup, his drug supplier, and enters rehab, being welcomed back to the Grove Street Families by Carl Johnson and Sweet. Voiced by: Big Boy (Kurt Alexander).
Emmet	Nines and AKs	Emmet is a gun dealer and member of the Seville Boulevard Families, a former ally of the Grove Street Families, residing in Willowfield, Los Santos. Sweet and Big Smoke stopped buying weapons from Emmet when the families split, although Carl Johnson goes to see what weapons Emmet has. Voiced by: Eugene Jeter Jr.
Jose	Cesar Vialpando	Jose is a member of the Varrios Los Aztecas and a friend of Cesar Vialpando. He dislikes the fact that Cesar is dating Kendl Johnson and hanging out with Kendl's brother, Carl. It is unknown who provided the voice for Jose.
Colonel Fuhrberger	Home Invasion	Colonel Fuhrberger is a retired colonel who resides in East Beach, Los Santos. He stores a large quantity of weapons and ammunition in his home, which is later stolen by Carl Johnson and Ryder. It is unknown who provided the voice for Colonel Fuhrberger.

She first meets Carl after he rescues her from a house fire, which Carl had started. She later becomes Carl Johnson's girlfriend and can be seen throughout the game whilst on dates. Voiced by: Heather Alicia Simms.
Freddy	OG Loc	Freddy is a member of the Los Santos Vagos who was an inmate alongside OG Loc. He is killed by Carl Johnson and OG Loc for spreading rumours that he and Loc had been involved in homosexual activities whilst in prison. It is unknown who provided the voice for Freddy.
Alan Crawford	Management Issues	Alan Crawford is the manager of Madd Dogg who refuses to become OG Loc's manager. Crawford is killed by Carl Johnson, on orders from Loc. It is unknown who provided the voice for Alan Crawford.
Little Weasel	Doberman	Little Weasel is a member of the Ballas who is killed by Carl and Big Smoke.
Kane	Los Sepulcros	Kane is a leader member of the Front Yard Ballas, a sub-sect of the Ballas. He attends the funeral of Little Weasel, where he gets killed by Carl and two Grove Street Families gang members.
Derek	Tanker Commander	Derek is an employee at a gas station in Dillimore, who at one point gives chase to Carl Johnson and Catalina after they steal a tanker full of fuel. Derek can be killed after completing Tanker Commander. It is unknown who provided the voice for Derek.
Mr. Whittaker	Tanker Commander	Mr. Whittaker runs the Flint County RS Haul. He takes a tanker full of gas from Carl and Catalina. He later employs Carl to deliver goods across San Andreas. It is unknown who provided the voice for Mr. Whittaker.

He is involved in the illegal street racing circuit, also involving Carl Johnson, Wu Zi Mu and Cesar Vialpando. He later becomes the boyfriend of Catalina, with the two leaving for Liberty City. He appears as the main protagonist in: Grand Theft Auto III.

Dwaine (upper right)	Wear Flowers In Your Hair - Puncture Wounds	Dwaine is a mechanic who runs a hot dog van in San Fierro. The Truth introduces him to Carl Johnson, who employs him at his garage in Doherty, San Fierro. Voiced by: Navid Khonsari. Also appears in: Grand Theft Auto: Vice City.
Jethro (bottom left)	Wear Flowers In Your Hair - Snail Trail	Jethro is a mechanic working for a Xoomer Gas Station in San Fierro. The Truth introduces him to Carl Johnson, who employs him at his garage in Doherty, San Fierro. Voiced by: John Zurhellen. Also appears in: Grand Theft Auto: Vice City.
Guppy	Jizzy - A Home in the Hills	Guppy is a high-ranking member of the Mountain Cloud Boys, a sub-sect of the San Fierro Triads. He is Wu Zi Mu's assistant and helps to pull off the heist at Caligula's Palace. It is unknown who provided the voice for Guppy.
Ran Fa Li	Ran Fa Li - Fish in a Barrel	Ran Fa Li, also known as Farlie, is the leader of the Red Gecko Tony sub-sect of the San Fierro Triads. He does not speak, only grunting, although his assistant Su Xi Mu translates for him. He is Wu Zi Mu's superior and has Carl Johnson work for him, acting as a decoy to allow him to escape the Da Nang Thang. He later becomes co-owner of the Four Dragons Casino, alongside Carl and Wu Zi Mu. Voiced by: Hunter Platin.
Su Xi Mu	Ran Fa Li - Lure	Su Xi Mu, also known as Suzie, is Ran Fa Li's assistant. He translates Ran Fa Li's grunts into orders for Wu Zi Mu and Carl Johnson. Voiced by: Richard Chang
Little Lion	The Da Nang Thang	Little Lion is a member of the San Fierro Triads. He informs Wu Zi Mu of a freighter being used by the Da Nang Boys. He and Carl attack the freighter from a helicopter, which is shot down, killing Little Lion. It is unknown who provided the voice for Little Lion.

Johnny Sindacco	Fender Ketchup - The Meat Business	Johnny Sindacco is a leading member of the Sindacco Family, who own the Caligula's Palace casino in Las Venturas. He convinces Salvatore Leone to invest $5 million in the casino and later begins to damage slot machines in the Triad-owned Four Dragons Casino. Carl Johnson has him tied to the hood of car and scares him into telling him which Mafia family he is with. He is later targeted by the Forelli Family, although Carl rescues him, although Johnny later dies of a heart attack after recognizing Carl. Voiced by Casey Siemaszko.
Maria Latore	Freefall - Saint Mark's Bistro	Maria Latore, also referred to as Maria La Torra, is a waitress at Caligula's Palace in Las Venturas. She meets her future husband, Salvatore Leone, whilst Salvatore is in Las Venturas to run the casino. Voiced by: Debi Mazar. Also appears in: Grand Theft Auto III and Grand Theft Auto: Liberty City Stories.

Tony	Don Peyote - Freefall	Tony is a talking parrot who resides at Caligula's Palace and is a companion to Ken Rosenberg. It is unknown who provided the voice for Tony.
File:MilliePerkins-GTASA.jpg Millie Perkins	Key to Her Heart	Millie Perkins is a croupier at Caligula's Palace. She resides in Prickle Pine, Las Venturas. Carl Johnson becomes her boyfriend after he killed one of her clients, Benny. She can be killed during the mission Key to Her Heart. If the player does not kill Millie, she continues to appear during dates. Voiced by: Orfeh.
Benny	Key to Her Heart	Benny is a client of Millie Perkins who is killed by Carl Johnson.
Big Poppa	A Home in the Hills	Big Poppa is a drug dealer and member of the Los Santos Vagos. He takes control of Madd Dogg's mansion in exchange for drugs. Carl Johnson and the San Fierro Triads later take the mansion back, with Carl killing Big Poppa. It is unknown who provided the voice for Big Poppa.
Jimmy Silverman	Cut Throat Business	Jimmy Silverman is a producer and manager working for Blastin' Fools Records. He had managed Rochell'le and Madd Dogg, before working with OG Loc. Silverman later stops working with Loc, ending his rap career. Voiced by: Gary Yudman.
Gal	Los Desperados	Gal is a member of the Varrios Los Aztecas who, alongside Carl Johnson, Cesar Vialpando, Hazer and Sunny, helps to take back El Corona for the Varrios Los Aztecas. It is unknown who provided the voice for Gal.
Hazer	Los Desperados	Hazer is a member of the Varrios Los Aztecas who, alongside Carl Johnson, Cesar Vialpando, Gal and Sunny, helps to take back El Corona for the Varrios Los Aztecas. It is unknown who provided the voice for Hazer.
Sunny	Los Desperados	Sunny is a member of the Varrios Los Aztecas who, alongside Carl Johnson, Cesar Vialpando, Gal and Hazer, helps to take back El Corona for the Varrios Los Aztecas. It is unknown who provided the voice for Sunny.
The Snakehead	The Da Nang Thang	The Snakehead is presumably the leader of the Da Nang Boys, and attempts to arrive in San Fierro from Vietnam via cargo ship. After rescuing several Vietnamese hostages from the ship, Carl has a brief sword fight with the Snakehead and kills him.

Ralph Pendelbury (bottom)	Ralph Pendelbury is a police officer with the Los Santos Police Department. Pendelbury, a member of C.R.A.S.H., had threatened to give evidence against Frank Tenpenny and Eddie Pulaski. The pair force new C.R.A.S.H. member Jimmy Hernandez to kill Pendelbury during The Introduction. He is mentioned by Tenpenny, when he frames Carl Johnson for Pendelbury's death.
Mickey	Mickey was a member of the Sindacco Family who ran Caligula's Palace before he was killed on orders from Johnny Sindacco, to get an investment from Salvatore Leone. He is buried by Sindacco Family gang members during The Introduction.
Bobby	Bobby is, presumably, a member of the Sindacco Family. He is mentioned by two Sindacco Family gang members in The Introduction, stating he had recently become an open homosexual.
Beverly Johnson	Beverly Johnson is the mother of Carl, Sean (Sweet), Kendl and Brian Johnson. She was killed by members of the Ballas during The Introduction, and was mentioned in a phone conversation between Carl and Sweet. Her funeral takes place whilst Carl and Big Smoke (Melvin Harris) are driving to the funeral.
Brian Johnson	Brian Johnson was the younger brother of Carl, Sean (Sweet) and Kendl, and the son of Beverly Johnson. Brian died in 1987 and his death is mentioned by Sweet after their mother's funeral, saying that Carl missed both Brian's funeral and his mothers.
