Charlie was an undercover LCPD officer. After The Lost Brotherhood stole heroin from The Angels of Death as part of a gang war, Elizabeta Torres agreed to help the Lost find a buyer. She found a buyer, Charlie, who, had been assigned by the LCPD to pose undercover he and an unamed undercover police officer stood next to each other the other officer doesn't speak and carries an AK47 as "Charlie" carries the standard issue glock 22 but when the cutscene ends the other officer is also carrying the glock 22.  Johnny Klebitz represented the deal and Elizabeta sent Playboy X and Niko Bellic to oversee the deal. When the deal was taking place, Charlie acted too nervously, and Johnny, Playboy X, and Niko decided to leave, because they felt that something was not right about the deal. At this point, Charlie blew his cover, and was killed by Niko.

TriviaEdit

• A man working for the FIB named Agent Jones will later call Johnny, stating that Charlie was a colleague of his. He asks Johnny to give information to the FIB. Johnny, staying loyal to The Lost Brotherhood, refuses to do so.
• James Yaegashi, who voiced Charlie, also provided his voice for San Fierro Triads leader Wu Zi Mu in Grand Theft Auto: San Andreas.
• During "Buyer's Market", Johnny cannot kill Charlie because after the cutscene, Charlie is killed by Niko.
