Chambers is a British government secret agent working for the Government of the United Kingdom.
Events of Grand Theft Auto: London 1961[]
In 1961, his car is stolen in front of the Buckingham Palace by the GTA London Protagonist under orders of the Cartwright Gang Contact to be given to Harold Cartwright's mother as a gift for her 60th birthday.
Unbeknownst to them, the car is owned by the secret agent Endeavour Chambers, which causes the government to take the protagonist as Chambers. The protagonist is tasked by the government to foil the plans of Hans Nemesis, an Austrian terrorist whom Chambers was following, to replace regular potatoes with explosive ones. Afterwards, he destroys Nemesis' safehouse with the help of Grandpa.
Events of Grand Theft Auto: London 1969[]
In 1969, Chambers catches the attention of pimp Jack Parkinson, as Chambers flirts with Jack's girls. The protagonist is told to steal Chambers' car, but he is forced to do government work once again under Chambers' name. He finds out that Hans Nemesis has got control of a ICBM missile. The protagonist manages to stop the missile from launching, saving the world in the process.

- Chambers's unseen superior often finishes sentences with "For England, Chambers!" or "For the Queen, Chambers!"
- Chambers shares many traits with James Bond, even down to being scolded by his superiors for spending time chasing women instead of doing his duty for King and country.
- Chambers' car is a Jug Swinger, based on a Jaguar which James Bond sometimes drove in the films. When entering his car, the "GTA Spy Theme" will play, which is James Bond-style music.
- Chambers shares his first name with Inspector Endeavour Morse, the hero of a series of British police novels, later made into a 1990s TV series.
