Fernando Martinez is a recurring radio personality in many Grand Theft Auto games, starting with Grand Theft Auto III.
Background
In GTA V, Fernando reveals that he is actually an illegal immigrant that got to the United States of America by outrunning a speed boat, presumably referring to the country's Border Patrol.
