The club is likely LGBTQ+ focused or at least welcoming to LGBTQ+ people, as evidenced by the customers standing outside the club at night, the majority of which are NPCs implied to be gay men, drag queens and transgender individuals. The establishment is inaccessible and plays no role in the storyline whatsoever.

The nightclub is based on a John Varvatos store on Melrose Avenue, Los Angeles[1]. It is named after the Cockatoo bird.

In the 9th generation console editions of GTA V, the drag queen NPCs (referred to as "transvestites" in in-game model files) were removed from spawning outside the nightclub. No official reason or documentation was given by Rockstar for the change, but was presumably changed out of worry of promoting transgender stereotypes and transphobic content, as the "Interstella Transgender" Captain Spacetoy figurine was removed in this version as well[2].
