Francis "Frankie" Garone was a 31 year old Capo for the Ancelotti crime family. Garone is killed by Niko Bellic on the orders of Gerald McReary, Garone is kicking an Albanian to find out information about Tony Black's death. This hit on Frank Garone was designed to further damage relations between the Ancelottis  and the Albanians. Since Gerald McReary asked Niko Bellic to kill him, he's probably one of highest ranked members in the family.

Trivia

• As with a couple of other Mafia-related characters, Garone's age is inconsistent with his title in the Ancelotti family. A capo (caporegime) typically has about thirty years of experience in a crime family before becoming a "made man", which would formally be a "soldato", the rank below capo. Garone's being 31 years old and a Capo is very unlikely.
