Gary Schaffer is the chief of police for the Carcer City Police Department.
He is put on trial after a snuff film/pornography film ring, involving Schaffer, was discovered. He was also accused in 2001 of these charges. He was cleared on charges of corruption due to the disappearance of many witnesses.
Schaffer appears as an unseen main character in Manhunt and is mentioned on the radio in Grand Theft Auto III.
