The building's name is presumably a pun on 'IOU'. Its design is based on the Newark Legal Center in Newark, NJ. The company itself could possibly be a parody of Electronic Arts, another video game publisher and a competitor of Take-Two Interactive, the publisher of Grand Theft Auto IV.
