Johnny Rotten (born Feburay 23, 1938 in Salt Lake City, Utah) is the Mayor of Anywhere City. He resides in an asylum and had previously been in the medical profession. He takes various drugs supplied to him by The Zaibatsu Corporation and is known for abducting people, setting them to work in the asylum he resides in. He has been arrested on three occasions, the first time in 1979 for illegal prescription of untest drugs, with a sentence of one year suspended jail ban; in 1980 for patient harrassment, with a three year suspension from Medical Practice,and in 1985 assaulting fellow doctors with a shotgun, for which he was later released on the grounds of diminished responsibility.

He also goes by the names of "I Claudius" and "Jock Brown".
