Little Lacy Surprise is a "fashion underwear" for children first mentioned in Grand Theft Auto: Vice City Stories and later introduced as a website in GTA IV.
GTA: Vice City Stories
It parodies the continuing trend of suggestive underwear for young girls and young boys, and also comes as unisex, according to a radio advertisement on GTA Vice City Stories.
Allegedly, the underwear comes in a range of "styles" on the cartoon characters, The Barfs. However, this commercial strongly implies pedophilia and even incest, something that panelist Bryony Craddock denounces on Pressing Issues. This ad airs on Espantoso and on Flash FM and features Jack Howitzer.
GTA IV
In Grand Theft Auto IV, the company supposedly hosts a website about a pageant sponsored by them. Upon accessing the closed website, the player recieves a 5-star wanted level since the FIB are controlling it because of its pedophilic content.
GTA: Chinatown Wars
One year later, in 2009, Huang Lee receives an email from "Illegal Teen", which indicates a site in which children pornography is available to see, and furthermore says it is surely legal and that they" wouldn't lie to people where money was concerned" -sarcasm is the word...- finishing the email by saying the FIB no longer controls the site*, with a Post Scritum "*on an hourly rate".
This FIB reference and the pedophily envolved clearly points out that the site is indeed the "Littlelacysurprisepageant.com".
