N.O.E. is a mission in Grand Theft Auto: San Andreas given to protagonist Carl Johnson by government agent Mike Toreno from the Verdant Meadows Airfield in Bone County, San Andreas.

Mission[]

Carl arrives at the airstrip. While he is waiting for Toreno, Toreno sneaks up behind Carl and grabs him in a chokehold. After Toreno lets Carl go and tells him to "wake up and smell the coffee", he explains that his agents are in trouble and they need some equipment delivered to them; the agents need the package by nightfall otherwise they will all be dead. Carl, after a little reluctance and confusion regarding the situation, proceeds to the task.

Carl gets in a Rustler with the package attached to the fuselage. Carl takes off, with Toreno reminding Carl stay under the radar so that he will not be detected. Carl flies across the state to Angel Pine. He releases the contraband at a drop-off point and makes his way back to Verdant Meadows, again while flying below the radar. Carl arrives at the airstrip, with Toreno congratulating him for a job well done.

Mission Objectives[]

In order to complete the mission the player must:

  • The plane is all loaded up and ready to go. Get in it
  • Fly to Angel Pine with the package. Stay below the radar, or you'll be chased by Hydras of the U.S. Air Force.
  • Fly into the corona to trigger the drop
  • Return to the airfield and land, but get below the radar
  • Bring the plane to a stop anywhere on the landing strip

Reward[]

The reward for completing the mission is $15,000 and the mission Stowaway is unlocked.

Transcript[]

Transcript
While Carl Johnson is at the Verdant Meadows Airfield, Mike Toreno sneak attacks him and grabs his throat.
Toreno: Got you again, Carl. You're half-asleep, I could have killed you in nine different ways. (lets go of CJ's throat) Wake up and smell the coffee.
CJ: You need to lay off the coffee.
Toreno: We got a problem. I got some guys out in the field need some equipment. If they don't get it, they'll be dead by nightfall.
CJ: Then take it to them.
Toreno: Me take it to them?
CJ: Yeah, why not?
Toreno: I got five guys watching me all the time. I got two in that hill, one over there and two by satellite. If I go, my guys and I will be dead. I don't have a death wish. I'm a man of peace, son.
CJ: Yeah, clearly.
Toreno: Take the plane. Now you're not ready yet, so stay low under the radar. Questions?
CJ: Yeah, just one thing...
Toreno: Get to it.
CJ: Wait, hey, listen! Listen to me for once. Why won't these guys come after me?
Toreno: Oh, they can't because they're all posted on me. One DEA, one FBI, a Russian, a Cuban double agent and my paymasters. Checks and balances. Nobody is watching anybody watching nobody. You know what I mean? Go.
CJ: Whatever, man.
CJ gets into a nearby Rustler and takes off.
Toreno
(Voice only):
Hey Carl, you gotta stay nice and low on your approach or you'll pop up on the radar. Use the canyon as cover.
CJ: You sure this thing is safe? I can see daylight through the floor.
Toreno
(Voice only):
Hey, in that thing you look like an enthusiast. The US Air Force is less likely to shoot you down.
CJ: Cool. What's the problem, then?
Toreno
(Voice only):
I said less likely. If you did as many amphetamines as these guys do, you'd be lucky not to shoot anything that moves.
CJ: Aw, shit.
Toreno
(Voice only):
Hey, just stay low and you'll be fine.
CJ flies towards Angel Pine to make a contraband drop while staying under the radar. If the Visibility bar is full, an additional dialogue plays.
Toreno
(Voice only):
Shit, you've been spotted!
CJ: What that mean?
Toreno
(Voice only):
it means they'll send something in the area to go check you out! Watch your six!
CJ makes his way back to Verdant Meadows.
Toreno
(Voice only):
Nice going, Carl, really. You did good, kid.

Trivia[]

  • N.O.E. stands for "Nap-of-the-earth", a type of very low-altitude flight course used by military aircraft to avoid enemy detection and attack in a high-threat environment. If Carl flies too high above the radar, Toreno may say, "Nap of the earth, Carl. Nap of the earth."
  • During the mission, Mike Toreno states "If you did as many amphetamines as [the U.S. Air Force] does, you'd be lucky not to shoot anything that moves." This is a reference to Dexedrine, an amphetamine administered to U.S. Air Force pilots as "go pills" during the Gulf War that was eventually blamed for a February 1991 friendly fire incident.
    • It could also be a reference to the 2002 Tarnak Farm incident, for which Dexedrine was also blamed. While anachronistic for the game's setting by a decade, the incident would have been a relevant topic during its development.
  • The Hydras in this mission are piloted by civilians, the old man with dark glasses (model id 43 - HMORI), and not by the military.
