Pedro Garcia is a minor character who appears in Grand Theft Auto: Vice City.
Pedro is a gun runner who is operating in Vice City. The Vice City Police Department are tracking his operations. Garcia buys weapons from out of state and then sells them on the streets of Vice City. He is rumored to be a rival of Phil Cassidy who, in 1986, was also selling guns.
Eventually, Tommy Vercetti teams up with Phil Cassidy to pull a bank robbery with him. After the robbery, Phil asks Tommy to ambush Pedro and his gun runners to pay back for the robbery favor. Tommy, does this and attacks Garcia's weapon delivery caravan as he takes his shipment to a local Ammu-Nation. During the ambush, Tommy steals Pedro's weapon shipment and brutally slaughters Pedro along with his gun running henchmen.
