In San Andreas there are two Restricted Millitary Areas. These are the top secret government research base Area 69, and the Easter Basin Naval Station.

Easter Basin Naval Station is a genuine army dock. On its Aircraft Carrier is a Hydra jet. A random civilian vehicle spawns in one of the parking spaces. There is an army Barracks OL truck on the opposite side. Also near that is a Reefer boat. Inside one of the three submarine pens in the base is a Launch military boat
Area 69 Research Base At Night.
Area 69 is a TOP SECRET government research base possibly covering alien tecnology and refers to the real life "Area 51" in Nevada. Inside Area 69 you will find a Barracks OL, a Patriot, a Cargobob helicopter, Hydras and Rhino tanks.
Problems
The main problem with exploring Restricted areas is that if you step inside or very close to them then you will instantly obtain a 5 Star Wanted Level. FBI vehicles will chase you so you will have to get to a Pay 'n' Spray quickly.
Also Area 69 is a very strict No-Fly Zone. Any aircraft flying over it will be shot down via the Various SAM sights around the base. The SAM sites will fire heat seeking SAM missiles. To avoid this threat, go around Area 69 or fly at a very high altitude. Another way to avoid the SAM sites, is to use countermeasures, which are fitted only on the Hydra.
