Richard Burns is a news reporter for talk radio station West Coast Talk Radio (WCTR) in Grand Theft Auto: San Andreas. He often reports on the happenings around the state, usually caused by the actions of Carl Johnson. He covers the Los Santos riots of 1992, after which he is fired. He at one point reports under the influence of drugs and during the riots in Los Santos, begins to steal household items. He also dates Lianne Forget who on some occasions cuts Burns off. He is later fired and moves to Liberty City.
