Roxor International is a company located in the Downtown area of Vice City. Its name is similar to Roxor Games, a video games developer. The company's headquarters, a huge skyscraper, is not accessible to the player nor is the top roof, mainly because of the limited helicopter ceiling height and the lack of a front entrance.
