It could be a possibilty that Claude Speed is Claude from Grand Theft Auto III, even though Rockstar have not released anything to do with it, the Zaibatsu assassin in GTA II could of shot him, and a gang could of recovered him depending on how much respect you gain for each gang in the game.
It is a possibility, he could of moved to Liberty City.
Or Rockstar couldn't think of a new name for the character and just picked Claude as a name.

Cigarette smoking
I knew Claude smoked in GTA 2, but someone said Tommy was the only other. I was pretty sure no other player character smoked except Claude Speed.
