I private messaged Rockstar Games about all GTA IV protaganists and good characters returning to GTA V and they had to say...Edit

"No, the GTA IV characters are not returning to GTA V. The GTA IV canon is over and the characters had parted. GTA V will be set in Los Santos and new characters will make a debut."
