Bob is an unseen character in Grand Theft Auto: Vice City.
Description
He is an agent of the Vice City Bureau of Investigation mentioned in the Flash version of the official Grand Theft Auto: Vice City website. When accessing criminal records, controlled items and impounded vehicles, he asks his colleague Bruce to retrieve the files on the people or items in question.
He can be considered the player character in the Flash minigame, since he responds directly to the player's commands, and all the files and other items in the minigame are interacted with from what can be assumed to be his first-person perspective.
