Cougar is a member from the biker gang led by "Big" Mitch Baker in Grand Theft Auto: Vice City. Mitch tells Cougar and Zeppelin to see how Tommy Vercetti handles a bike in the mission Alloy Wheels of Steel.
In the mission Messing with the Man Mitch says Cougar is said Tommy can handles a bike pretty good.
In the mission Hog Tied Cougar is assaulted by the Sharks and when Tommy returns Mitch's bike, he escaped with it.
Cougar was voiced by Blayne Perry.
