Heists Update

In the heist setup mission, Humane Raid - EMPAgent 14 mentions that they found out about the EMP when the military tried selling it on the "Dark Net".[citation/verification needed]

The Dark Net is a reference to the real life "Deep Web", a section of the internet that is hidden away, and contains many illegal activities, including drug dealing and arms smuggling. It is only accessible through special browsers, the most notorious being the Tor Browser

The fact that the military is selling the EMP and other military equipment on the Dark Net is likely a reference to the arms smuggling located on it in real life.

Bikers Update

This article or section refers to content in the Xbox One, PlayStation 4, and PC renditions of Grand Theft Auto V and/or Grand Theft Auto Online, that is not featured on the Xbox 360 or PlayStation 3 versions.

The Dark Net first appears with the inclusion of the Bikers update. Clubhouses have a laptop with access to an anonymity network which can access the Dark Net. The Open Road is the first Dark Net website that could be accessed.

Gunrunning Update

The next appearance of The Dark Net appears in the Gunrunning update, where the website Disruption Logistics is used to manage the player's arms trafficking business. This is the second website from the Dark Net that can be accessed, the first being The Open Road.
