The building is located on the corner of Davis Avenue and Innocence Boulevard, and appears to be the council headquarters for the incorporated city of Davis within Los Santos. It is adjacent to the Davis Sheriff's Station, Courthouse and Library. It is diagonally opposite the Central Los Santos Medical Center.
Like its equivalent in Del Perro, the building includes the Los Santos coat of arms to validate the incorporation within the greater city of Los Santos.
Compared to other City Hall buildings in Los Santos, the 1970's tilt-slab concrete building is unremarkable in design.
The design of this and the surrounding municipal buildings and monument is clearly influenced by the real life City of Compton municipal buildings and the monument is based on the Martin Luther King Jr. monument in front of the Compton Courthouse.
