Doctor Zel is a German art dealer in London, England.
Events of Grand Theft Auto: London 1969[]
In 1969, Zel got hold of a collection of expensive art and wants to sell it to Albert Crisp. The protagonist is tasked by the Crisps' contact with collecting the paintings from Zel. Right after the protagonist pays him, Zel says that he will spend the money on beer immediately.
However, it turns out that Zel stole the art from the National Gallery in Westminster, and now the Special Branch are involved in the scheme. Jack Parkinson contacts the protagonist and orders them to get rid of Zel. The protagonist then picks up a drunken Zel from a pub in Soho and dumps the cab into the River Thames, killing him.
