Carl finds Woozie in a storage room in Woozie's casino. The two discuss the plans to rob Caligula's main vault, where the money is held. The first step in the preparations to rob Caligula's main vault is to photograph blueprints of the building's layout. To do this, Carl heads down to the City Planning Department, which houses the blueprints under heavy security. By creating a diversion, Carl obtains an illegal photograph of the blueprints, and blasts his way out of the building. After evading the pursuing authorities, Carl returns the film to the Four Dragons Casino to be developed.

Yeah, this is perfect right here. This is where we're going to plan the heist at.
Woozie:
Anyone else coming?
CJ:
No.
Woozie:
Couldn't we have done this in my office?
CJ:
You gotta have a secret place to plan shit like this, that's just how it's done!
Woozie:
OK, OK, I see where you're coming from. So, what do we do?
CJ:
I guess we got to make a plan.
Woozie:
Speaking of plans, do you have the layout to Caligula's Casino?
CJ:
Shit, no. I guess I gotta go get one.
Woozie:
Meeting adjourned?
CJ:
Meeting adjourned.
CJ leaves the storage room and turns off the lights. He heads outside to find a camera needed to photograph the layout to Caligula's Palace, stealing it from some tourists near the Pirates in Men's Pants ship.
I'd like to see the architectural plans for Caligula's Casino, please.
Receptionist:
OK, sir. Are you aware that the reproduction of such plans is prohibited?
CJ:
(positive response) Yeah, I'm only after some reference.
Receptionist:
You'll find the plans on the top floor.
CJ goes to the top floor, only to find the casino plans guarded by security. CJ then goes to the document depository located one floor below, and breaks some air con units, triggering the fire alarm and causing a distraction.
Security Guard:
Everybody out, this is not a drill!
While everyone evacuates the building, CJ goes back to the top floor and photographs the plans to Caligula's Palace. Meanwhile, in another room, a man is heard talking to the cops.
Man:
Where are those damn firemen?
Due to the fire, the cops are unable to shut the bottom doors, and CJ must use lethal force to get through them. CJ leaves the building and goes back to the Four Dragons Casino with cops on his tail, where he meets Guppy leaving the garage in a Washington.
CJ:
Get this film developed for Woozie.
Guppy:
You got it, CJ! Good work!
Walkthrough[]

Carl asks the receptionist for the architectural plans for Caligula's.

The stairwell is now accessible. Climb up to get to the location of the blueprints.
The blueprints you need to photograph are in the far room on the top floor.
You can't photo the casino blueprints with the guard around! You need to divert his attention.
There's a document depository downstairs. Head down to see if you can cause a distraction
Those old air con units are decrepit. Destroy them anyway you can.
Okay! They're busy with the evacuation just now. Get upstairs and photograph those blueprints pinned to the wall.

A cutscene shows a man who is confused on where the firemen are.
The cops can't shut the bottom doors due to the fire! Use your weapons if you need to.

Trivia[]
One of the blueprints in the City Planning Department is labeled "Starkweather Estate", a reference to Rockstar's game Manhunt, the last few stages of which are set in the mansion owned by the main antagonist, Lionel Starkweather. The blueprint is a map of the level "Key Personnel".
Also, Carl can find a picture of Carcer church and the surrounding district from the same game. The picture is labeled as "Development site" and features a CCPD Boxville parked near the church cemetery. This church is featured on the level "Drunk driving".
The model of the building located in the room with the casino blueprints shows the logo of Rockstar Games when viewed from above.
If the player already has a camera, after the cutscene, he will be instructed to get to the planning department.
Depending on what the player's answer choice is at the counter of the planning department, Carl can trigger four different replies out of which only two will get him inside the blueprint room.
Failing this mission because of photographing the casino blueprints before causing the distraction or refusing to put the weapons away when a security guard spots the situation will display the "Mission Failed!" text along with the failure reasons:
"That's just great! We should have distracted the guard before taking any photographs!" (if photographing the casino blueprints before causing the distraction)
"You were told that this is a low-profile job and you were showing off your weaponry!" (if refusing to put the weapons away when a security guard spots the situation)
Both situations will end the mission by making the screen fade into black when the "Mission Failed!" and mission failure reason appear, after which the player will respawn at the nearest police station. The player's armor and weapons, however, will be lost and their cash is deducted by $100, as if CJ was busted on a one-star wanted level.
This will not be counted on the player's busted stat.
Police in the building use the generic "gangsta" style animations for firing their pistols instead of the two-handed animations normally used by police only.
The receptionist is the only minor story character which uses solely her pedestrian voice. Her model was also used as Sweet's Girl. Unlike her ped form, she will not comment on CJ's appearance.
Even if the player completely extinguishes the fire, the smoke will neither vanish nor even diminish unlike the fire in Burning Desire.
If the player is on low health before exiting the building, a vending machine can be found through several doors on the bottom floor.
