It is located on Vespucci Beach in Los Santos. It takes up a large part of the beach at the end of Palomino Avenue. It plays no role in the storyline whatsoever, and is only used as a spawn location for Franklin Clinton.
A Biff can sometimes be found next to the walled area imaged below.
