I would say Godfather II, that was an awful game, the graphics were worse than those of Saint's Row 2 even though I was playing a PS3. Not every free roam game is a GTA clone, Mafia and Mafia II deifinitely aren't. The GTA clone thing started after GTA 3's release, Mafia was set to be released before GTA 3 but was held back at the last minute and have you actually played Mafia II there are practically no similarities to the GTA series. :The Driver series isn't a GTA clone because it was released before GTA 3, the first driver game was released in 1999 GTA 3 was released in 2001, thats 2 years difference for everyone.

:I voted other, for the simple fact we shouldn't label something as a clone of something else. Because then everything is a clone of something else at some point. I'm sure there was a game GTA1 was based on. Plus calling a game a clone of another means you must not be enjoying the game simply because you are playing it and going "clone of (insert game/book/movie/comic/tv series)". Not every free roam game is a GTA clone, Mafia and Mafia II deifinitely aren't. The GTA clone thing started after GTA 3's release, Mafia was set to be released before GTA 3 but was held back at the last minute and have you actually played Mafia II there are practically no similarities to the GTA series.
