He also [[Love & Bullets|attempts to have Donald Love killed]] during his campaign in order to guarantee the victory for O'Donovan. After his candidate wins, Franco uses him in the same way as the previous mayor in order to secure his victory over the rival mafia families. Because of this, O'Donovan performs a favor on behalf of Paulie Sindacco and has Salvatore Leone arrested for his crimes in order to give both families an advantage in the war. Franco Forelli is the Don of the Forelli Family in 1998 (GTA Liberty City Stories). He is a minor character in Grand Theft Auto: Vice City, and a main character in Grand Theft Auto: Liberty City Stories. He is diminutive, very greedy, holds power over former Liberty City Mayor Roger C. Hole, and is an enemy of Leone Family Don Salvatore Leone. He is the quaternary antagonist of GTA LCS.

In 1986

He, and his brothers Sonny and Marco, along with Sonny's Right-Hand Man, appear during the beginning of the game discussing what to do about Tommy Vercetti now that he is out of prison. The three also discuss their plans for the family to "expand" down south and agree to have Vercetti be their representative. He doesn't appear again after this.
