Description
Fully Cocked License becomes available after the mission "The Offshore Offload" and when the player has $10,000. The license allows to buy elite weapons, namely the Revolver, SMG, Double Barreled Shotgun, Carbine Rifle, Minigun, and Proximity Mines. The same appears with no specific number, as all its digits are "0".
