The Laser[1] is a vehicle mounted weapon that was scheduled to be released in Grand Theft Auto V, but was cut from the final game release. The codes of the weapon can be found in the weapons.meta folder of the game files.

Strangely, game code states that it is at the same time a vehicle weapon and a weapon usable on foot.
