The Lectro's overall design appears to be based on the Ducati Streetfighter S, with some elements from the MV Agusta Brutale series.
The Lectro is described as a sports bike with aggressive styling, where the front section has a carbon-fibre mudguard attached to the centre of the front wheel and chrome fork legs over black fork tubes, while the upper area has a small fairing with a large headlamp and small turn signals beside it, while the upper chrome clamp/plate has two independent handlebars with mirror wings and a small instrument panel. In the enhanced version, it uses the same "Sports Bike" dial set from motorcycles such as the Akuma and the Bati 801.
The main body of the bike is extensively modified, having a carbon-fibre main frame around the upper area and tubular protective frames around the engine bay, while the fuel tank features a carbon-fibre section between the front section and the circular cap, along with "PRINCIPE" lettering on the sides. The engine bay is rather unique, featuring what looks like a large intake/air filter with "LECTRO KERS" markings on the sides, the corresponding radiator above and a protruding clutch cover on the right, with a chrome grating over it. There are dual exhaust tubes below the engine bay, behind the front intake.
The rear section consist of a painted rear with the carbon-fibre subframe below, having gray seats on top for the occupants, "LECTRO KERS" markings on the sides, dual red tail lamps on the rear end and a plate holder below, with the corresponding license plate and turn signals. The rear wheel is connected to the main body by a dual-sided swing-arm finiahed in black, having a carbon-fibre mudguard, single suspension spring and side frames holding the foot pegs for the occupants. Two upswept exhaust tubes are seen on either side of the rear wheel, with carbon-fibre finish near the tips. The chain drive and sprocket can be also seen on the left, the latter being wider than those from regular sports bikes.
The most distinctive feature of the Lectro, as explained in the website description, is the Kinetic Energy Recovery System (KERS), which is an automotive system for recovering a moving vehicle's otherwise lost kinetic energy under braking and is stored in a reservoir for later use in acceleration. This particular feature is represented by the design of the rear area, where the bike has two wires coming from the rear wheel and runs through the left side of the swing-arm. On the swing-arm pivot, the wires lead up to a hyper cell battery located behind the engine bay and is connected to a direct-drive brush-less motor. This motor receives the stored power of the cell battery and transmits it to the rear wheel via an outer secondary chain drive on the left, located just beside the inner primary chain drive. In the enhanced version, the chains are fully animated.
The bike is painted with a primary colour applied on the front fairing, mirror wings, fuel tank, lower intake and rear section, as well as with a secondary colour on the tubular frames. It uses split six-spoke rims similar to the "Speedway" rims available in Los Santos Customs and fitted with medium-profile tyres, with the rear one being wider.

The Lectro is a fairly average performing motorcycle. Its top speed and acceleration are more similar to the Nemesis, being decent but nothing worth noting. Players can use the KERS boost by pressing the left stick to gain a boost, which can be refilled by letting go of the accelerator.
When using the KERS boost, the Lectro is able to keep up, albeit shortly, to the Akuma. However, with only a couple seconds of KERS use before it is used up, the Lectro will begin lagging behind as soon as the KERS is used up. The motorcycle's handling is again, not very notable, though it does feel noticeably heavier than similar motorcycles. Unlike similar motorcycles, the Lectro cannot wheelie at top speed. The bike sports a very rough, high-revving engine, shared with the Double T and the Akuma.

- At the time of release, the Lectro was the only vehicle to have the KERS system. The second vehicle is the Vindicator, later introduced in the Ill-Gotten Gains Part 2 Update.
- The KERS boost is not usable in races, making other bikes such as the Bati 800 or Hakuchou better for racing. This is most likely for balancing reasons, especially with the Boost pick-up already implemented for GTA Races.
- As of the Cunning Stunts update, the Lectro and Vindicator can now use their boost in races (if enabled in the Creator).
