The ability to use the Most Wanted list is unlocked in the mission Crime and Punishment, but if the player miraculously guesses one of the names listed below, the option "Search Police Records" can be used to find the target at any time.
When stationary in a law enforcement vehicle such as a Police Cruiser, the player can access the Police Computer and see the top ten criminals wanted by the LCPD for the current borough. The player is then able to select any of the ten listed criminals to pursue; the target will show up on the map and the player must drive there and eliminate the target(s). There is no time limit, and the missions can be re-attempted if failed.
There are thirty most wanted criminals in the game - ten in Algonquin, ten spread across Broker, Dukes and Bohan (which are counted as one borough by the police computer), and ten in Alderney City in the neighbouring state. If the player chooses a target that is too close to their current position, the mission won't start and the police computer will say "The profile is being updated". Once a mission is completed, the name is marked in red in the most wanted list - if the player tries to undertake the mission again, the police computer reports that the target is deceased, and that mission cannot be started.
Many of the targets have friends which also need to be eliminated to successfully complete the mission. Like many other missions in the game, many of the targets stay in a static location and fight Niko Bellic, but in several cases, they try to escape (depending on which mission is being played).
Completing all of the most wanted missions is required for 100% completion of the game, and unlocks the achievementManhunt. The player will be noted by a message "All wanted criminals have been eliminated." after it.
All of the Most Wanted missions request the same goal: Eliminate All The Targets. That means the player can search for a good sniper spot and hunt them one by one with his sniper rifle, kill them with a rocket launcher or grenades or Molotov cocktails, drive-by and run over them with a vehicle, all the player needs is to kill the target.
Also, no matter who kills the targets, the mission is completed with all of them eliminated. The player can call Dwayne for backup for his cannon fodders, roadkill by peds, blown up with their car, friendly fire (RPG ver.), fall from height or stair.
In rare cases, any cops near the location will attack the nearest attacker, even with any wanted level. Unlike the Vigilante missions, usually there is no cop near the targets location, after arriving at the location, the emergency call (911) will send no cops to the player's location, and unable access the police cars call-backup function. Sometimes after killing half of the targets, cops or police car spawn near the location and gives the player a wanted level. In this situation, the player can simply lure the cops to his targets, let the cops eliminate the rest of them, and the wanted level will be cleared after the mission is completed.
Target: 2, escape by vehicle, (if get out of vehicle) escape on foot
As the player near him he will pull out and drive away.
Maxwell runs much slower than others.
*Shoot him and his friend. Aim for the driver and the tires. If the player cannot aim precisely, just fill the car with bullets until they bail out.
To save ammo and time, shoot the driver so that the passenger leaves the car, allowing the player to take him out with ease.
As soon Maxwell and his friend drive off in their car, shoot the driver (Maxwell) in the head. Then his friend will get out of the car and close the doors. When he does that, shoot him. The mission will be complete. If the player want extra money, pull Maxwell's body out of the car and he will drop $200.
Steinway, Dukes - He and his gang are hiding out in Steinway, in the large park (outdoor pool) to the west.
Target: 4, stay and shoot, 3 with pistol and 1 with micro smg
*Go to the road east of them then hop over the wall. There is a small wall down here that will give the player cover. Take all four of them out from up here.
Since the gang use powerful weaponry, keep an eye on the health bar and take full advantage of the cover given.
When the player approachs them from the upper site near a Unique Stunt Jump, he will see one guy walking towards the rest. It's Guzowski himself. Shoot at him and he will drop money and a Micro-SMG. The rest of them shouldn't be a problem because they are only carrying pistols. When the player kill them, Scott is acknowleged as dead.
Target: 5, stay and shoot, 1 to 2 may chase their target
There is a chance Antonio get up and stay on the railroad.
*Go there and go up the stairs. He has three helpers with him. Be careful as it is very crowded. Once the player starts firing, innocents will come pouring down the stairs, so be careful not to the hit them. Be sure to hide behind any cover given to avoid the lethal shotguns they carry.
As the player go to his location, one of his friends will go to the entrance, and start shooting at the player with a pistol. Then when the player kill him, he will encounter two of his friends, and Rivette himself. Antonio is the very fat one most of the time with a beard and he aims at the player with a Micro-SMG. When all are dead, the mission is passed.
They always run separately, at least by two groups.
*They will go north and split up at the end of the street. Kill them before that happens to save time.
As soon he and his Spanish Lords allies hear the player's siren, they will split up and run away. Kill his friends with a Micro Uzi or SMG and run after the Jamaican man in a suit. It's Rodrigo himself (strangely using a different ped model). When he's off the building, kill him. He'll drop some cash which the player can pick up and the mission will be complete. Alternatively, the player can just throw 2-3 Molotov cocktails making them burn to death.
Target: 4, escape by vehicle and drive-by, (if get out of vehicle) stay and shoot
He will come out in a car with three of his friends to the south of the blip. They will then make a run for it. Keep up with them.
*Try to kill the driver as that will get them to stop and get out, or simply shoot the car until it stops.
*The driver of the Sultan is Fernando himself. Try to aim with a SMG at his head, which will cause his friends to bail out and close the doors. When they do that, run them over and shoot them to death. The player can then pull out Tisdel's corpse out of the car to get an extra $200.
Target: 5, stay and shoot, may chase their target, may escape by vehicle
*Approach him from the east. The player can now gun them all down or blow up their two cars with a rocket launcher. The rockets are expensive; only use them if they try to get away.
The player can just snipe them, even out of the car as they move. If they take off, steal a car and make chase until the player take them out.
Sometimes, after killing some of Pecinovsky's guards, he'll enter one of the cars along with some of his people. To loot the money from his body, simply pack the whole car with bullets or pop one of the drivers in the head. On the picture on the right, Preston is the most right person with a blue/white jacket, by an Emperor.
Target: 7, stay and shoot (pistol, shotgun, micro smg)
*Approach it from the southeast. As the player go down the road, stop and pull out a sniper rifle. From up here he can kill a fair number of them already. With their ranks thinned, go down and take out the rest.
The cops are likely to join in on this one, if they do, wait for them to get killed and carry on or maybe if the player is lucky, the cops will do the player's dirty work if he have already taken out the closer targets.
Bert along wih many other criminals uses an incorrect model in this mission. He appers as an overweight member of the Angels of Death, armed with a Micro-Uzi. To save time, blow up the nearby Bobcat And take down the few guards at the end of the junkyard. If Bert survived, pick him off with an SMG/Rifle and collect his money.
Steinway, Dukes - Freddy is north in a parking lot in Steinway close to the waterfront and to the west of the bridge going north.
Target: 4, escape by vehicle and drive-by, (if abandoned vehicle) stay and shoot
As the player gets closer he will see Freddy and three friends pull out in a car.
*Try shooting the driver to make the others get out of the car, making it easier to keep shooting them.
As it is the case with other gangsters that use vehicles, killing Freddy, the driver, will make the others bail out. Just as the playerF did with Fernando Tisdel, drive-by and run over his friends and pull out Paparo's carcass to get his cash.
Target: 1, escape by vehicle (Banshee), (if get out of vehicle) chase and shoot
*As soon as the player gets close, he will make a run for it in a Banshee. At first he is rather slow. Try to get close and shoot him out of the driver's seat. If that does not work he will speed up. Pump bullets into his car until it breaks down so he goes on foot or it explodes.
Try to go in with the PIT maneuver and then take him out before he regains control of his Banshee.
The Banshee might be worth stealing, as it's not common and it's fairly fast. Chasing Shon will result in him usually heading to Alderney, if the player already unlocked it. Try to do a headshot with an Uzi/SMG, steal his money and his car.
Target: 1, lay on ground, (if woke up) escape on foot
*Enter it through the south and use the stairs, just to the right and then around the corner to the left. On the first floor the player will notice that the red target icon changes from an up arrow to a circle. That means the player is on the correct floor. Ignore everyone else and shoot Jimmy in his room as he lays there passed out.
The men around the Kand's apartment are unarmed, but sometimes if the player take Jimmy out, they will attack him, so before the player ice Jimmy, aim the gun at each of his friends to scare them away.
Jimmy will run around the whole block recklessly, use it as an advantage. Before he runs away, either stab him to death with a knife, or destroy him with a full-cocker Shotgun to the face. His money might not always spawn close to him, so check out the other floors to find it before it disappears.
Fishmarket South, Algonquin - He and his gang hide out in Fishmarket South in the building with the sign Pier 45 on it that looks like a "#" sign on the map.
Target: 6, stay and shoot (separately)
*The player will find them all over the different levels of this building and they move around. Watch the radar closely to get their positions to find them all. Do not worry if cops show up, as they can also be killed. The player's wanted level goes away as soon as he kill the last of the gang.
Simon seems to be a senior member of the Angels of Death as he is guarded by many of them. Strangely, he uses the default model of a Lost MC biker. Take them all out before they damage the player's health too much and ignore the heat, it always dissapears once all targets have been eliminated.
Simon is armed with a Pump Shotgun and hangs out on the stairs. Be sure to kill him on a normal ground level, or else his cash might not spawn close to his body. He can be also distinguished by shouting out "Yee-Hoo!".
Target: 1, escape by vehicle (NRG 900), (if off the bike) stand still and shoot
He will take off on a bike driving north form his starting position.
*Ram him with an vehicle then drive over him or shoot him.
This racketeer plans to escape with a bike, simply blow him off in a drive-by before he gathers too much speed.
Killing him is very easy. All the player needs to do is park an vehicle so he crashes right into the player, this should take him out. If it doesn't finish him off by running him over to spare bullets. After that, get his money quickly before it disappears.
Colony Island Apartments - He is standing with two friends on the northeast corner of the apartment building on the south area on Colony Island.
Target: 3, 1 escape on foot, 2 stay and shoot (smg and shotgun)
*Kill his friends while he runs away, then chase him down. He moves south towards the old hospital.
Barry is one athlete. His stamina is incredible and he is hard to pursuit on foot so try to kill him with a rifle.
His AOD guards change weapons, so be careful. One switches from a Shotgun to an Assault Rifle. Barry himself is not armed, and if the player manage to get close to him, he can even take him out by punching him to death. He won't even try to fight the player. After killing him, make sure to pick up his $200.
Target: 3 escape on foot, (later) escape by vehicle, (if get out of vehicle) stay and shoot
*As the player approach the blip, they will run to the east in that alley then go north to an SUV parked there. If they make it, they drive off and the player have to chase them down. Two easy ways to kill them are to drive into that alley and run them over; or drive to the alley in the north and as they go for the SUV and kill them. This also has the advantage that the player will block the SUV in case they do make it there.
Take a big car like a patriot and ram all three criminals straight into the wall before they escape.
Lino is the man in a blue jacket seen on the picture, on the left. He is the driver of the Landstalker and is armed with a Micro Uzi after entering it. His friends will use Pump Shotguns, so be careful if the player want to get Lino's money.
Target: 3, escape by vehicle (NRG 900 x3), (if off the bike) stay and shoot
*When the player gets close, three bikes will take off from there to the east. Stand where they come out and gun them down before they can get anywhere. Kill any that is possible. If one makes off, chase him. Bump the bike to make him fall off, then drive over him or shoot him.
If it takes over half a minute to kill one escapee who has fallen from his bike, the others will be long gone. Go for headshots with a pistol instead of the SMG for a more accurate shot.
Juan is always leading the group, sometimes he can be seen wearing a hoodie, like on the picture above. Block the way for his friends, if it's needed, use a pistol to pick them off. Then, go to chase Haimo himself. Shooting him once in the leg should be enough to blow him off his bike, and due to the injuries he is not likely to survive, if he does however, run him over and pick up his $200.
Purgatory, Algonquin - He hides with five of his friends in a parking garage in Purgatory. The player can get up there over a ramp to the south.
Target: 6, 5 chase and shoot, 1 stay and shoot
*When the player gets the red targets, stop and get out of the car. Take out an sniper rifle and shoot the people from this distance. Stand east of the barrier. By doing this, they will most likely not have a chance to hit the player. The player can also use the RPG on one of the cars to decimate them, but sniper is cheaper and almost as effective.
While the arms deal is going, get out a launcher, get behind an vehicle and fire in between the two cars to kill most of the dealers, but to finish the odd survivor, use a sniper rifle to pick them off.
This mission marks the unique appearance of Darren Covey's gang. It's hard to distinguish him from the rest of the gangbangers, but he is usually seen wearing a tie contrasting with the shirt underneath. If the player wants to get one of the Vincents or the Super GT, get rid of them all using a Sniper Rifle, if it's needed, head deeper and get most of them down with an AK-47 or an M4. Covey himself might try to escape, but not always, so be sure to get rid of him before that happens.
East Holland, Algonquin - He is in a building just south of the three X buildings in East Holland. The entrance is on the north side, to the very east of the building. When the player stands in front of it, the entrance is to the left and to the right is a blue banner on the buildings reading "Real Loose Clothing".
Target: 6-7, stay and shoot, 2 may chase Niko
*The first one is just on the first landing. The second one is on the other side where the steps go up again. Exactly one level above that one is the third person. The next level is clear. Another person stands at the landing of the next level. Then, go up to the door leading to the roof. Shoot the door and immediately to the right behind it is the next person. The last person hides on the roof, to the right around the corner and behind a small wall when the player gets out there.
Use the cover system as effectively as possible to avoid sudden death.
Another building next to the target's building is access-able, the player can get to that rooftop and get a better cover to kills the targets next rooftop.
Leo is a dangerous man. He has a Pump Shotgun, and in such small space it might be easy for him to shoot the player in the back. He is the second person in the apartment, seen on the first staircase. Lure him out of the building to get his money, as killing him inside might result in the money spawning all around the above floors.
Fishmarket South, Algonquin - He is in a building in Fishmarket South, just north of the Broker Bridge near the waterfront, with a lot of garbage trucks parked to the south. One of the story missions also brings the player to this exact building.
Target: 7-8, stay and shoot
*Snipe them from the south, just when the player gets past the fence. Anything that is not reachable that way (for example, the person in the upper level just to the left when the player enter) needs a close up visit. The rest should fall easy prey to the sniper without the player getting hit.
There is a side door be another way to get in.
Christov is not hard to distinguish, as he looks exactly like his profile on the mugshot, or like Alonso Goralski. Lure him out onto the parking grounds, so the player can pick his $200 up, otherwise it might spawn all over the stairs.
Alderney City: Acter, Tudor, Berchem, Normandy and Leftwood
*Approach it from the south. He has an entire crew there helping him out. Kill them all but be careful as they are equipped with assault rifles, and one has an RPG.
Take cover behind the south wall and empty some assault rifle magazines on him before shooting his Jamaican entourage.
This mission is considered being the most difficult one. Marty is very skilled with his Rocket Launcher, and his Jamaican buddies are good with their AK's too. To easily deal with him, rush inside and take his friends out, dodging the rockets. Use them as an advantage so he hits the wall, making some of his goons fly away. Boldenow himself is on a gas tank that can't be blown up. If the player gets closer to him, he'll drop the RPG and replaces it with an AK-47. A quick burst of an SMG should be enough to get rid of him. Be careful again, as killing him on the stairs might not yeld the player some extra money. To get around this, lure him out on the normal ground, when he already has an AK.
*Approach it from the south and west. Throw a grenade over the wall then go in and clean up the rest.
His gang has SMGs' so use the cover here.
Noel is the very obese man with a Desert Eagle, hiding by the Peyote. Don't try to kill him first as his friends will pump the player up with their SMG's and Desert Eagles, in turn, throw a grenade at the Peyote and use cover to murder the rest of his cronies. Noel most likely died by that time already, so pick his $200 up.
Target: 4, escape by vehicle (Bobcat x2), (if get out of vehicle) stay and shoot
*The player will see two trucks there. Each has two men in them. The player must kill all four to complete this task.
Be aware of the health bar, take too many shots the player will be taken out so make sure to be cautious.
Phil looks much different than he does on the mugshot. He is the driver of the leading Bobcat, and if he is killed, all his men will leave the cars and they will shoot at the player on foot. The best way to do this is to kill Bacerra when he's a long distance away from the other Bobcat. Be careful, the 2nd car will try to ram the player off the road. When Phil is off the car, he'll shoot at the player with a Micro Uzi, just like his allies.
*Drive to the first street to the south of the one in front of the shop. The player can use a rocket launcher to blow up the car in front, doing a lot of damage to them. However this is very expensive with little pay off. Instead, use the sniper rifle and kill everyone from here. They will not come at the player.
Get closer and clean up those still hiding, once the player blast their car, if performed correctly. The player can do this without a single shot hitting him with ease.
The gangbangers in this one use varied and powerful weaponry. Sergi looks bulkier and taller than his friends, and he is usually seen wearing a short-sleeved shirt. He also carries an M4. Hitting the gas tanks at the back of the station might be a good idea to quickly finish off a bunch of them.
*These people also stay in place, around the large tanks close by. Watch the map to see targets that are above the player, but most are on ground level. The last two hide between the containers to the southwest.
Take cover behind an vehicle or a wall far away from Danny and his crew of bloodthirsty gunmen. Get out a sniper rifle and pick off all of the targets visible. Then, get close to the guys that were just killed and fire at the rest who are taking cover behind the containers.
Danny is the only one of the crew using a different model and an MP5. Be sure to exterminate him when he is not close to one of the tanks to pick up his money.
Berchem, Alderney - He sits with his friends in two Patriots to the west of the TW@ Internet cafe.
Target: 4, 2 escape by vehicle and drive-by (Patriot), 2 chase Niko and drive-by (Patriot)
*Approach them from the north using the street just east of the blip. When the player gets the red targets, get out of the car with an assault or carbine and target the men in the cars. The player should be able to kill at least one of them by doing this. They often also stop, and the player can easy pick all four off the streets. If they get moving, get in any car again and hunt them down. They drive very close here around the blocks all the time. The player can also try to wait at a corner and blow them up with a rocket launcher, but that is unnecessary expensive.
Start shooting at the Patriot in front. Once the the driver and passenger of the front patriot are dead, time to kill the others, but remember to keep in mind that they are skillful with their SMG's and will take the player out easily if he is not careful. If the player decides to attack the patriot behind, the driver would stop and by the time the player killed them, he is likely to have lost the patriot in front.
As it was with Phil Bacerra, Mervin leads the other Patriot. He is driving the first one, as seen above. If the player kill him, his friends will bail out. Be careful, he and the other Jamaican driving the second vehicle are armed with Combat Shotguns, while the passengers have MP5's.
Tudor, Alderney - He and his friends hide in Tudor, near the old bridge.
Target: 9, stay and shoot
*One of the men is to the south under the bridge itself. The rest all hide up on the bridge. As the player go up, check behind him. They like to shoot the player in the back. Use an sniper rifle when is possible to see them from afar.
Tread with caution, as this carjacker has a huge crew of assault rifle wielding Jamaicans ready to get a clean shot or two at the player. Give them a taste of their own medicine, but if the player run in and try to blow them, he will get pumped full of bullets and get himself killed.
The Jamaicans are all using M4's but Frederick himself has a Combat Sniper and is located very far away. He might hit the player before he notice him. Take cover and try to kill him from the ground level, making him fall off the bridge. If done correctly, he will drop some money, but it might be hard to get, due to him being very high up and if the player kill him at the top, not the whole cash might spawn around him.
Leftwood, Alderney - He and a lot of his gang are hiding out in a multi-storey car park in Leftwood, slightly to the north from the Pay And Spray.
Target: 9, stay and shoot
*Go to the southwest corner here and enter through the door in the south wall. In here is a Sprunk soda machine. If the player needs some health while doing this, it will help. Go through the next door to the north. Follow the ramps just slightly to the right. Go up the levels. There are a few hiding behind pillars here, but the main force is on the roof. As the player gets sky above, use an sniper rifle and shoot them. The last of them make a stand in the northeast corner. Remember the Sprunk machine at the entrance to refill the player's health if needed.
Go in with a car and try to run over the hapless targets. The player will likely be hit a few times through an vehicle window, but if his speed is right, they'll flip over the player's vehicle before they have time to take too much health from the player. By the time the plauer gets to the second to last storey, get out of his car, use it for cover and blast the lot of them and for a quick getaway, use the ramp near the fire escape on the top level.
Keenan is armed with Grenades and hides behind two Bobcats on the top of the multistorey carpark. Approaching him closer will make him pull out an M4. Kill him when he is far away from any ledges to loot his $200 dollars.
Reach the place by Taxi
It is possible get to the criminals' location by Taxi. Marking a waypoint on the target (because the destination will not show if the player get out of the police vehicle), then taking a taxi there makes the journey quicker and it won't matter that the player didn't get there by taking by police car, as the game simply prompts the player to "Take out all the targets".
However some of the criminals (01, 05, 10, 11, 14, 16, 17, 24, 25, 28) will escape by vehicle, that means the player still needs a vehicle to chase them, unless the player can eliminate the drivers before they fled out of range.
(14. Tommy Francovic) Because a single shot can take the target off his bike, it is possible to stop him right there and prevent the car chase.
(16. Lino Friddell) If the player run fast enough, he can kill all of the targets before they get in the vehicle.
(17. Juan Haimo) The player can simply shoot down one of the targets, and then get on his bike to chase the others. Also it is possible shoot all of them off the bike before they leave the starting point.
The name of the achievement, Manhunt, is a likely reference to the Rockstar series Manhunt.
All of the target counts with "criminal", and the total number of them is 133.
Even though they are listed in LCPD's Most Wanted and everyone has a mugshot, there is no data in LCPD Database about them.
In the Beta, there were more vigilante characters. Proof for this are names of characters found in the american.gxt and in the script.img. There are also many unused profile mugshots for some characters that went unused.
