Mr. Black is a character in the Grand Theft Auto series who appears as an unseen, main character in Grand Theft Auto: Vice City.
Black is a businessman who resides in Vice City and, during the events of Grand Theft Auto: Vice City, unintentionally employs Tommy Vercetti as a hitman.
Mr. Black and Leo Teal's names are most likely a reference to the cult classic, Reservoir Dogs, due to their surnames being colors, as are the codenames of each of the robbers in the film.
