Because the intent is to ensure that nobody notices, the player cannot get too close to the champion as he makes his route, or the mission will fail.

Pimp His Ride is the first mission in Grand Theft Auto: Chinatown Wars given by Chan Jaoming to Huang Lee.

Description

The mission begins with Chan telling Huang about a street circuit champion that he's going to be facing off against in an upcoming race.   • Get in the champ's car
  • Take the car to Chan's garage quickly
  • Park the car in the garage
  • Sabotage the car
  • Return the car to the garage before the pickup truck arrives

The mission ends successfully if Huang gets the vehicle back to the Pay 'n' Spray and sees the car loaded onto the truck, ready for the upcoming street race.

I think he might have been short changed at the brains checkout.
