"In our increasingly divided society, it can be daunting to stand out from the crowd. If you were confronted with a baying mob would you have the courage to stand up to them? How about if you were inside an armor-plated truck equipped with a water cannon and riot control plow? Stand tall, stand proud. The RCV is the quiet support your fearless conviction needs.

Warstock Cache & Carry description.

The RCV (Riot Control Vehicle) is a law enforcement vehicle featured in Grand Theft Auto Online as part of the Doomsday Heist update.

Design

Grand Theft Auto Online

The RCV is heavily based on the INKAS Armored Riot Control Vehicle, but the headlights were altered with a vertical layout rather than horizontal.

The RCV is a long truck with emergency lights surrounding it (two light bars on the grille, three square lights on either sides and other two light bars on the rear end), a large plow and four doors with small ports on them. Its lights and windows are fitted with a meshed protection screen.

The cabin allows four occupants and two more passengers can hang on the sides of the vehicle, while the rear box is basically intended for the water tank. The interior is the basic truck interior with the corresponding truck analog dials and there appears to be fake lamps on the rear end.

It is largely implied in the game that the RCV is meant to be used by private security companies (being used by Gruppe Sechs personnel during the preparation mission "Riot Control Van"), even though it feature sirens and emergency lights. Riot-control vehicles in real-life are generally operated by the city's police department.

Performance

Grand Theft Auto Online

The RCV performs similarly to most armored trucks in the game, although it is much quicker in acceleration and maneuverable, similar to the Brickade. The RCV's plow is most effective on law enforcement vehicles, especially when hit from the side, as it will be either pushed very far (often giving the RCV a small boost), flipped over, or sent airborne with enough force. This will not work on civilian vehicles as it will only decrease momentum upon impact.

The RCV is resilient to bullets in general, but can be easily destroyed by a single explosive (although it can resist a few explosive rounds from the Heavy Sniper Mk II), making it a decent choice for transport and getaways.

Much like the Fire Truck, the RCV features a water cannon that can be used by the driver (with an option to add a passenger-operated water cannon). The water from it can go through doors without opening them, spraying and pushing back those behind. However, their effectiveness are the same as the Fire Truck's, making the RCV a poor choice on combat situations.

The RCV's statistical top speed is 88 mph / 141.6 km/h.[2]

Prominent Appearances in Missions

Grand Theft Auto Online

  • The RCV appears in the Freemode Preparation Riot Control Van, where a private security will respond to a riot caused by the crew in order to steal it.
  • It is later used in the setup mission "Salvage Hard Drives", where the crew have to use the water cannons to put out the fire affecting the Hard Drives while fighting off enemies.

Bugs/Glitches

Grand Theft Auto Online

  • The lighting effect of the vehicle's side emergency lights appears to be different on ground and walls. The red ones shines like there is only a single middle light functioning, while the blue ones have the correct cycling pattern from the three blue lights (it is more noticeable at night). This may be an oversight by the developers.

GTA Wiki: Manual of Style/Vehicles/Speed Testing - GTA V and GTA Online
These top speeds are not suitable for comparing cars and their performance on the road. Roads are bumpy, and bumps in the game give vehicles random boosts of speed, increasing the overall road top speed. These top speeds simply show which car has the highest statistical speed, essentially a speed which considers all the variables added to the initial raw top speed in the handling files, and do not reflect the top speed each of these cars could reach on the road or even travelling through air. Finally, these speeds do not determine which car is "quickest" or "fastest" - competing vehicles in drag races may result in unexpected outcomes, due to the fact that restricting the drag race distance may not allow certain vehicles to reach their top speed, as the acceleration of vehicles has a massive affect on their performance and reliability in racing. These statistical top speeds give all vehicles plenty of time to reach their highest top speed on a flat, indefinitely-long strip of straight track.
