Design
The vehicle is evidently a police van used to carry SWAT teams when the player attains a 4 police head/star wanted level. The vehicle is comparatively larger and more durable, appearing in tandem with lighter but faster police cars.
In GTA 2, the van is part of the Anywhere City Police Department vehicle fleet, appearing in the Downtown, Residential, and Industrial Districts of Anywhere City. GTA 2's Swat Van was succeeded by the Enforcer starting GTA III, but the GTA Advance rendition of the vehicle was dubbed the "SWAT Van", serving as part of the Liberty City Police Department force.
