Status = Determinant[]

Why Joe and Josef are considered Determinant not Deceased:
The entire Civil Border Patrol series of Strangers and Freaks missions is completely optional. The player determines whether they even take place. It is possible to finish the story line and achieve 100% Completion in GTA V by picking one of the optional endings which render this series of missions invisible to the player. Therefore their deaths are not required so they must be listed as determinant. Smurfy: illuminate - communicate - spectate 22:07, May 10, 2017 (UTC)

I came here to ask this same question but saw this post from years ago. I don't see you using that logic towards Dom Beasley, as he is also from a Strangers & Freaks mission but he is listed as "Deceased," then again, he is from Franklin's Strangers & Freaks missions, which count for completion. However, The Third Way was also confirmed as the canon ending to GTA 5, so your mention of finishing the story line by picking the other endings is invalid.
