Tommy is a random character in Grand Theft Auto: Chinatown Wars.
First Encounter
Huang Lee can find Tommy on a sidewalk in South Bohan. In their first met, Tommy acts as a paranoid citizen who fears terrorists and wishes to arm himself for protection, he says that he can't buy a gun because of his court restriction and asks Huang to get a gun for him.
