Topaz Street Penthouse Building is an unnamed penthouse building that appears in Grand Theft Auto IV, Episodes from Liberty City and Grand Theft Auto: Chinatown Wars.

The building is acquired by the Epsilon Program in 2013 and rebranded as their Liberty City House of Worship, as mentioned in Grand Theft Auto V and Grand Theft Auto Online.

Description[]

The building features an underground car park that lies between Bismarck Avenue and Columbus Avenue, closer to Bismarck. There are two entrances, one on Topaz Street and the other on Silicon Street.

It has spaces for cars, speed bumps, grey pillars, and some vending machines, which include five Sprunk machines and two prop snack machines. The car park is usually sparsely occupied, with only three or four parked cars. The signs above ground claim parking is free and open 24 hours.

In Grand Theft Auto: Chinatown Wars, both entrances are blocked by gates and the area cannot be accessed by normal means. The building plays no role in the storyline of both The Lost and Damned and Grand Theft Auto: Chinatown Wars whatsoever.

Influence[]

The building design is based on the Terence Cardinal Cooke Health Care Center, located on 1249 5th Avenue, in Manhattan, New York City.[1][2]

Depending on Niko Bellic's choice on Jeff Harlingford's first random encounter, Jeff meets Niko in the car park in the second encounter, where he asks Niko to get rid of his Blista Compact with his wife's dead body in it, and dump it into the river.

Events of The Ballad of Gay Tony[]

During the mission Going Deep for Ray Bulgarin, several crooked LCPD and NOOSE officers are lured to the underground car park in the hope of planting evidence against Ray Bulgarin in his car. Luis Lopez plants a sticky bomb on Bulgarin's car in order to kill the man with the evidence, before killing all of the corrupt NOOSE officers alongside Bulgarin and his associate Timur.

Events of Grand Theft Auto V[]

In 2013, the Epsilon Program announces on their website that they have recently acquired the penthouse building and turned it into a House of Worship. It is also mentioned that they plan to establish another house of worship in an unidentified historic building in San Fierro, and later expand to Jakarta, São Paulo, Rome and Alaska.

  • Vehicle headlights don't work in the car park in Grand Theft Auto IV, despite the fact they can be turned on before the player enters.
  • Cloe Parker is said to have a penthouse on the 55th floor of this building in the I'm Rich TV show, although the actual building has only 9 floors.
  • If the player somehow gets access to the car park entrance in Grand Theft Auto: Chinatown Wars, one will notice that the car park is not rendered, as all underground car parks in Liberty City are inaccessible due to the game's isometric 3D top-down perspective.
