White Line Airways is an airline company in Grand Theft Auto III. There are multiple branches around Bedford Point. All branches are inaccessible to the player and play no role in the storyline whatsoever.
"White Line" is a reference to the act of snorting cocaine. It could also be a reference to airplane contrails, which resemble long white lines in the sky.
